Route Registration Procedure
PROCEDURES FOR THE REGISTRATION OF URBAN PASSENGER TRANSPORT SERVICES UNDER URBAN PASSENGER TRANSPORT SERVICES BYE-LAWS 2008
1. INTRODUCTION
- a. The Kumasi Metropolitan Assembly (Urban Passenger Transport services) Bye-Laws, 2008 paragraphs 2, 3, and 4 mandate the Assembly to regulate the urban passenger transport services within its area of jurisdiction.
- b. The primary instrument for implementing this mandate is the Operational Permit.
- c. The procedures are to give guidance in considering applications for operationalpermits to provide urban passenger transport services under the Urban PassengerTransport Services Bye-laws.
2. ENABLING LEGISLATION
- a. In exercise of the powers conferred on the Assembly by Section 79 of the Local Government Act (Act 462), the Urban Passenger Transport Services Bye-Laws have been passed to regulate the provision of urban passenger transport services.
- b. The Procedures recognise the legislative instrument that establishes the Assembly.
- c. The procedures also recognise that all operational permits issued in compliance with the Road Traffic Act (Act 683) and other existing relevant legislation on transport where applicable.
3. PROCEDURES FOR OPERATION OF URBAN PASSENGER TRANSPORT SERVICES
The procedures for the operation of Urban Passenger Transport Services shall be as follows:
- 3.1 Registration of Operators
- The implementation of the bye-laws referenced above shall be initiated by the Assembly inviting eligible operators to register services with them, and having verified the information so provided, such operator details shall be entered into a Register to be kept at the Assembly.
